My father's car hit a dog that ran out in the road - should he give his insurance details to the owner?

My father had an incident where a dog on an extendable lead (its owner at the other end of) ran out from a property and into the road. He was unable to stop and hit the dog. The dog ran off. He stopped and spoke to the owner who apologised. There was no damage to his car and my father gave him his contact details. The owner has now rung him to ask for insurance details. It sounds fishy. Should he give them to him?

Your father is legally bound to provide his details under the road traffic act. It is not a matter of your father giving in, he has to by law.
