How much should I aim to get reduced off the price of a used car?
When making a cash offer to a franchised dealer for a used car, what would be a reasonable percentage deduction of the asking price to suggest?

I'd be surprised if you can haggle any more than a few hundreds pounds at most. Main dealers can be quite strict about prices, especially when you're buying outright as they would much rather you take finance (as they earn commission). Do your research and get an idea of a car's value... if it's genuinely overpriced, make a fair offer. The worst they can do is say no.
