Law of averages

I think the main benefit of average speed cameras is protection of construction workers. It is most unpleasant to be working at the side of the road with traffic roaring past at 70 or 80. However, for drivers the 50 stretches are painfully boring and it wouldn't surprise me if this led to distraction incidents.

Hilariously, on the morning of 21st October last year, the northbound M3 was heavily congested because of a nose-to-tailer in the 50mph gauntleted single lane contra-flow section. 4 or 5 cars all doing 50 had crashed into the backs of each other. Injuries were sustained by drivers and passengers requiring several ambulances. So how does that make the average speed cameras "safe"?
