Many drivers now use their headlights all day long, even in clear daylight, which is very distracting and therefore dangerous. Lights on in clear daylight used to be for emergency vehicles only. Originally Volvo started this stupidity of lights on all the time but I believe 1) there is a facility to switch this off and 2) they no longer put automatic 'head lights on' for their export cars. Most BMW drivers now have their lights on all the time and a lot even switch their fog lamps as well. Now many Audi drivers are following suit. Is this legal?

The EC relented about Daytime Running Lights and, as well as making them compulsory from 2011, allows them to be separate lights from the headlights, of lower power (so far less distracting) and LED if the manufacturer wishes. That is what you are seeing. I now leave them on all the time in my FIAT 500.
