Brake Pedal Operation

My daughter's car has an erratic braking operation. Sometimes the brakes work instantly when the pedal is depressed and other times the pedal travels a much longer distance before the brakes work although a quick pump of the pedal restores the braking efficiency. A reputable independant garage can find no fault. The brake fluid has been renewed.

Either the master cylinder is faulty or there is air or water in the braking system.
