Young driver insurance

I've been getting illustrative quotes for my daughter, aged 23, when she buys her first car as soon as she passes her test. On a typical VW Polo or Toyota Yaris costing £5k we are looking at £2.5k or thereabouts, which is ridiculous. Are there any offers about where you buy a car and get a year's free insurance ? Would these typically require the driver to have held a full licence for a year (not the case here) ?
