Daylight running lights

Should my new Skoda Octavia, first registered in June 2011, have the daylight running lights operating or does it meet the legal requirements by just having them fitted?

The ruling was changed from all cars sold from February 2011 to all new designs of facelifts sold from Feb 2011. An Octavia dates back to 2004, and its last facelift was 2009 for 2010MY.
