Mileage and odometer mismatch.

I just bought a scooter and the mileage meter reading is 7500 miles, while in the latest mot certificate it was 14,300. The guy who sold me the bike told me that he had replaced all the dashboard, odometer, etc.

In that case it has done at least 14,300 and the guy who sold it to you was honest in telling you he replaced the speedo.
