Hazardous substance

I have a 2006 Peugeot 407 Executive 136 HDI which I bought from a main dealer when it was 3 months old, it's done 40,000 miles without any problems until recently. Now when I turn on the ignition, the indicator lights, inside and outside, come on and flash for about 30 seconds and then the car behaves normally.

I took the car to the main dealer who have looked after it from new, to be checked out, but having worked on for a day they could not find any faults with the car and concluded it must be the BSI computer, they tried reconfiguring the computer which appeared to work but the fault returned within a few miles.

They now say the only option is to change the BSI unit and the fuse box under the bonnet at a cost of between £600 and £700. Does this sound reasonable or is there a better way?
