Burger off

I live in a quiet residential road. 3 weeks ago a neighbour parked a burger bar caravan in the road outside his house. It is dilapidated, unroadworthy and unsightly. He speaks little English but when asked how long it would remain he seemed to say just a few days. After 2 weeks myself and other residents began asking the town council, county council (highways dept.) and the police about having it removed. Much to our surprise, each has said that no offences are being committed. I find this difficult to believe and am hoping the various advice that these agencies have given was provided by the office cleaners, because if what they are saying is the case then several people down our street could save themselves money by taking their caravans out of storage and parking them in the street. With a very small back garden myself, perhaps I should be looking to utilise a small caravan or box trailer parked in the street as a garden shed.

It will actually depend on the local by laws and whether or not the owner of the burger van is operating it as a business. If it's there all the time, he appears not to be. If he is using it as a business, then your best bet might be to alert the Environmental Health Inspectors.
