Towing licence
Myself and my husband passed our driving tests in 2000 so missed the change in 1997. We have category B licences. Are we allowed to tow a caravan? The DVLA site implies that we could if the combined weight is under 4.25 tonnes but then later states if you took your test after 1997 you need an additional test to tow. Is this just to tow heavier trailers?

You got the combined weight wrong. You can drive "Motor vehicles not exceeding 3,500kg M.A.Mm and not exceeding 8 passengers seats (+ driver) towing trailer not exceeding 750kg M.A.M. (4,250kg tot) OR trailer exceeding 750kg M.A.M if max authorised combination weight does not exceed 3.5 tonnes and trailer M.A.M. does not exceed unladen weight of motor vehicle." That means to me a car of 1,750kg towing a caravan of 1,700kg, but the Caravan Club recommends towing no more than 80% of the towcar's weight. This still give you plenty of choice.
