Is my paper license still valid ?

I'm getting mixed advice about my old paper license, to which 3 points were added in 2006 for a local GATSO trap. These points have long now expired, but it's been suggested that this is no longer a valid license and I must apply for a photocard license, and am committing an offence if I don't. Have you any guidance please?

It is valid, but I strongly advise you to change it for a photocard licence. If you have a passport issued after October 2006 then the DVLA can obtain your biometric photo from the passport office and you can do this online.
