Squeezing in a tight spot

What is the law regarding cars parked on or across the pavement obstructing invalid vehicles and pedestrians?

They have to leave space on the footway for pedestrians to pass. But it is illegal for cars to drive on the footway, so, in theory, it is illegal to drive onto a footway in order to park. That said a lot of latitude is allowed in narrow Victorian streets.
