Traffic management or cash cow?

I think Hammersmith and Fulham Council must get the prize for the most financially lucrative yellow box in Britain. At the junction of Harwood Road and the New Kings Road it is virtually impossible not to get stuck in it. Despite endless letters to the Council and articles of complaint in the local press the Council do nothing, preferring to keep this cash cow which has nothing to do with keeping the traffic moving.

Yet another of the frustrations of the penalty culture society in which we live. More money is generated from taxes, fines and penalties than from anything else.
