Insurance liability dispute & late witness claim - can you help?

My father was involved in a minor accident waiting to cross the oncoming traffic ie. turning right. A lorry in front of him was doing the same and moved off. On doing so my father waited stationary in the same position at which point the lady coming towards him hit the left hand front corner. Seemingly she had taken a very odd path across the junction as if going to turn right herself then changing her mind.

There were no witness at the time that spoke to either party. My father took his car in to the garage recommended by the insurers and to his own garage. Both of which said the damage was commensurate with being stationary and hit by oncoming vehicle. The insurer has just written to us c.6 months later to say the lady has now found a witness and they think that the liability sits with my father. I don't believe there is a new witness that has just happened to be found.

Also my fathers car is very old and barely damaged c.£150 to rectify bodywork so he is not interested in making a claim on his insurer.

Any advice would be well received as he is an older driver and understandably upset he may lose his no claims record through this spurious claim / late coming witness?!

If your father had pulled out of the junction into oncoming traffic, then I can't see how he is not liable.
