Are Honda dealers limited to just 4 per cent discount?

I spoke to a Honda dealer recently who claimed that they were limited to a maximum of four per cent discount on a new CR-V, is this true?

Probably. Honda is run very tightly. But the dealers may also get volume bonuses equivalent to greater discounts if they sell enough cars.
