Should I fit winter tyres to a Fiat 500 TwinAir?

I am thinking of changing to a Fiat 500 TwinAir, and possibly changing to winter tyres when new tyres are needed. On such a low mileage I won't be buying steel wheels, but might use winter tyres year round. Clearly they will wear down faster above 7 degrees centigrade, but would they be cost-effective?

The consensus now seems to be that while most full 'winter tyres' are not suitable for year round use, Continental Winter Contact TS850 probably are. See www.tyrereviews.co.uk/Article/All-Season-Tyres-How...m.
