Why don't drivers move over when turning right to allow traffic past on the left?
Is positioning of the vehicle when turning right not taught by driving instructors any more? When I took lessons in the early 1970s I was told to position the car as far over to the right as possible without crossing the road markings, in order to allow traffic carrying straight on to proceed unhindered on your nearside if there is enough room. Most drivers these days seem to position themselves when making a right turn so they block the road completely until oncoming traffic has cleared. This often happens at traffic lights and the road does not clear for several phases sometimes due to inconsiderate positioning of right turners. Most annoying.

You are right. The drivers who do this are simply not thinking of anyone else.
