Why won't my Citroen Saxo start?

I own a 2000 Citroen Saxo 1.5 diesel. Yesterday, as I was driving home from work, the car started to lose power and slowly died after two miles. When I turned the ignition to try and start it again the orange key light was flashing. The engine was turning over but would not start. Can you help?

It might be the immobiliser, or it might be that the fuel tank sender pump has failed and is not sending diesel to the injection pump of the engine.
