How can I stop a neighbour parking outside my window?

I live in a tiny close where my house is at the bottom, but to the side of me there is a house down an alley. The problem is the neighbour parks outside my living room window rather than going down his driveway, but as I have already pointed out to him I have a daughter with asthma. The car is close to my window as the path is only about a foot wide, and when he turns the engine on the fumes come into my house if my windows are open. Is there anything I can do about it?

If it's a public road then unfortunately no, aside from again politely asking him not to park there and explaining why.
