A friend of mine is the co-ordinator of a monthly entertainment event which takes place in a chain coffee shop in Leeds. The cafe is located on a pedestrianised street in the city centre, and my friend has permission from the council to drive through the pedestrianised zone within certain times for the purposes of transporting equipment to and from the venue.

However, to access this pedestrianised area it is necessary to turn right across a bus lane. This bus lane is monitored by automatic cameras and every time my friend does so he receives a fine. This fine is issued by an automated system and therefore cannot be appealed and nor can complaints be submitted. All attempts to get the fines waived have been brushed off.

Is there anything my friend can do? The only other access to this road is blocked off by bollards in the evenings, which is when the event is held and there appears to be no process for appeal no matter which avenue you take.
