Need a cheap tow car - any recommendations?

I'm looking for the cheapest and most fuel efficient vehicle that could cope with towing a campert trailer, with bikes on the top or rear and a strove box on top. It would also be a daily vehicle doing approx 35 mile round trip five times a week.

How much can you spend? A 2001 - 2006 Honda CR-V 2.0iVTEC manual probably makes the most sense, and is the most reliable SV, but will only do about 30mpg at best.
