Are headlamp deflectors still required for motoring in Europe?

Please could you advise me whether headlamp 'deflectors' are still required for European motoring, specifically in France? I own a recently-acquired 2014 model Mazda3 and the Mazda dealership have advised me that in 'modern' cars like mine the dipped headlamp beam is horizontal, and therefore incapable of dazzling drivers whichever side of the road it is being driven on.

If they have told you that then accept it as far as your Mazda 3 is concerned. This is commonly the case, but is not universal.
