Limp mode problem

My 2006 Volkswagen Caravelle goes into limp mode sometimes. There doesn't seem to be any particular pattern. If I switch it off and switch back on again it's fine. I have heard it can be the turbo fans which get clogged up. Is there any way to clean it out or should I get a new turbo? This costs about £1000.

Could be that the oil feed pipe to the turbo bearing and/or the oil return pipe back to the block are partially blocked with carbon impeding the oil flow to the turbo bearing. So may merely need new oil pipes.
