Mis-sold Volkswagen Up - what are my rights?
I recently bought a Volkswagen Up having been promised/assured it was congestion exempt. Since purchasing it became clear that my model hasn’t been exempt since June 2013. While not having anything in writing I was told on numerous occasions it would be exempt. The Volkswagen garage has admitted their error and has offered me a free service, which of course is not a great compromise.

It's explained here: tfl.gov.uk/modes/driving/congestion-charge/discoun.../ The car has to emit less than 75g/km and no Up emits less than 75g/km so you can take back the car to the dealer for a full refund.
