Volkswagen Golf water ingress problem

When it rains I get water in the front and rear footwells of my 1998 Volkswagen Golf. I have been unable to trace a leak. I have checked that the pollen filter is clear, but the problem continues. Any ideas?

Might be a cracked or misfitted pollen filter cover, but more likely on an ageing VW to be failed plastic damp proof membranes between the door frames and trims.
