Where can I find a Fiat electrical engineer to help with legal action regarding my Punto EVO?

I have a brand new Fiat Punto EVO. After three days the steering failed, then recovered. Fault not traced. Later that day at the Fiat agent the car would not start, then it did start, then it would not start again. I have refused the car under the Sale of Goods Act. It is still at the agents after five weeks. I am taking legal action for a refund. I suspect I will need a qualified specialist electrical engineer to verify the intermittent faults. Can you tell me of such a service in south Hampshire?
