Broken heating system on Ford Ka - how much should it cost to fix?

The heating system on our Ford Ka is broken and just blows hot air. We took it to our local garage and they want £600 to fix it. Surely this is too much?

The common fault is the electric valve in the pipe between the engine cooling system and the heater matrix. Replacing it should not cost anything like £600, unless other work was involved such as a new heater matrix which involves a lot of dismantling and reassembling to fit.
