Is my Renault Scenic letting in water because the heater matrix has failed?

I've got a couple of problems with water coming into my Renault Scenic and sitting in the driver's footwell, and in the storage holes in the back. Is there anything I can check to stop this happening? A friend told me about the problem the Scenic has with the water heating matrix - does this affect all Scenics and what do I have to look out for?

Maybe the heater matrix has failed. Maybe it's simply rainwater coming in through the vent because the drains to the bulkhead vent well are blocked.
