Free Parking - Dulwich Estate
I read in a newspaper today about no implementation of parking restrictions (double yellows and all)in St Albans, Herts.

Apparently cars parked all over the place: bus stops, taxi ranks, footpaths

Sounds like heaven.

Is it true?
