No-one actually measures CO2 emissions - it's calculated from the EC Combined fuel economy figure
In that case the tables might just as well state the EC combined fuel economy figures. CO2 emission figures are completely meaningless to the hoi polloi.

CO2 figures are consistent across the EC, without conversion - mpg and litres/100km aren't.

Wrong way round. The fuel economy figure is calculated from the emissions.

Getting back to the original question, on what date do VED rates change?

It was 23rd March 2006 and 22nd March 2007 so it presumably relates to Budget Day.
