help my rover 220 not start all i get is it not turning over & clocks are jumping thanks dave

Yes, sounds like the battery is flat to me........

Be very careful if you have an SDi diesel model, the ECU doesn't take kindly to jump starts and voltage surges. I've seen plenty blown up in this manner.
