I've been quoted £390 by LC Charles of Crewe, Cheshire(Main dealer) for a 60,000 sevice with cam belt chnage on my 1997 Passat TDI 90. Is this reasonable or am I being ripped off?

That's reasonable. The timing belt change alone is quite a big job because the pump as well as the camshaft timing has to be got spot on. Worth paying a few quid extra for a new timing belt tensioner at the same time.
