when should the cambelt be chaged on a Neon RT. Would you buy a car that has done 60k and has not had it changed?

its 60k for cars upto 1999 or 4 years and 105k for cars after 2000 or 7 years.
get the cambelt done when you buy the car and get peace of mind for free.
oh and get the waterpump done at the same time,its driven by the same belt on the neon.

when you change cambelt what's involved ? ie just the belt or anything else ?
