I draw your attention to an absolute scam involving parking tickets. Read www.flashpark.co.uk This shows you how to become a freelancer for a parking enforcement operation. It is trying to marry street parking controlled by legislation with the law of civil contract of parking on private land. It cannot enforce the former unless contracted to do so by a Local Authority. The 'ticket' shown is illegal as it lists ROAD offences and does not conform to Regs in that it does not show all details required. The big give away is that it is headed PARKING CHARGE NOTICE whereas a Local Authority ticket will be headed PENALTY CHARGE NOTICE, which it cannot use by law. So if some numpty reports someone for one of the first 5 offences listed which occur on a ROAD and they get Reg Keeper details of the vehicle and send out their ticket, will the recipient know the difference or in ignorance pay up £85? Bearing in mind people are still falling for the Nigerian money scams it could be lucrative for them. In relation to the private parking aspect then they can send out their ticket but have to ID and ticket the driver as he is the one that enters the contract to park. There is no obligation for the Reg Keeper to supply details of the driver in these cases.
