Retention fee

I bought a nearly new car from a franchised dealer about 18 months ago. This past week I have received a letter from Retaina regarding the ISR window etched number. The letter states that the number is still registered with the previous owner. If I want to register the number to me I will have to pay them a £21 fee. Is this a scam? If not, is it worthwhile paying them?
