Do I have to disclose information for parking fines?

As the registered keeper, my wife recently received a Parking Charge Notice demanding money for transgressing the "contractual" terms and conditions of a car park; namely "vehicle not registered as using facilities". (And one wonders even if it were true how they might know).

But in fact the vehicle in question is insured with the insurance cos agreement and driven daily by a relative (although my wife is a named driver) and it was that relative who may have entered the car park, not my wife, but if they did we are not sure whether they breached the conditions as claimed or not.

I note your statistics that show non-payment is rarely pursued by these companies, but just wanted to be clear: is my wife under any obligation (legal or contractual) as the registered keeper to either pay up or divulge the driver's details to the private parking company? Should we bother to respond and if so how?

No. You will be under legal obligation to disclose the name and address of the driver from 1-10-2012 or pay the 'penalty' yourself. But this has yet to come into force.
