Middle lane bullying

Middle lane hogging is bad practice. However, an increasing number of bully-boys, travelling faster than the speed limit, seem to feel they no have the right to charge up behind and 'hound' anyone slower than they, who is occupying the middle lane for overtaking purposes at the legal limit of 70mph - especially if it's a small car. At the same time, there is a pronounced, and increasing, reluctance on their part to move over to the outside lane, even if it's clear. Flashing and gesturing is not uncommon, yet it is not something they'd try on when HGVs are crawling past one another- sometimes for miles!
The outermost lane is there - use it! So many people seem reluctant/frightened, and would rather tailgate in the middle lane. This is neither courteous, nor safe, driving practice. We ALL need to use ALL lanes - sensibly. Do you agree?

Every police car whether liveried or plain clothed has recording equipment and an increasing number of private drivers have 'dashcams', so these bully boys run the perpetual risk of their misbehaviour being recorded and them being brought to book for it.

I've always understood that motorway X signs surrounded by a red ring are mandatory, so if you don't obey them, you deserve what you get. However, I have also seen these signs without the red ring around...
When driving on a three lane motorway at 70mph, I feel safer in the middle lane. This saves me a lot of lane changing. Is this legal?
